As part of its mandate to enhance the performance of corporate services within the East African Community (EAC) Secretariat, the Common Objectives in Regional Economic Integration (CORE) Programme—funded under the 11th European Development Fund (EDF)—is implementing a targeted capacity building initiative focused on European Union (EU) procedures. This initiative follows a comprehensive capacity needs assessment conducted across key EAC departments, including Finance, Planning, Resource Mobilisation, and Customs and Trade. The training addresses critical knowledge gaps in EU-funded project management, financial compliance, procurement procedures, and the application of the Logical Framework Approach (LFA)—equipping EAC staff with the expertise needed to manage and deliver EU-supported programmes efficiently and in line with international standards.

Delivered through a series of interactive webinars, the programme covers eight key modules, ranging from Africa, Caribbean and Pacific (ACP)-EU cooperation modalities to service and works contracts, and project cycle management (PCM). By strengthening internal capacity on EDF procedures, the CORE Programme reinforces the EAC Secretariat’s ability to effectively coordinate and implement regional integration initiatives under the EAC Customs Union and Common Market Protocols.
